Human rights crucial but complex

In President Obama's meetings with Chinese President Hu Jintao this week, should discussion of human rights and religious freedom be on par with economic and environmental issues, or should human rights and religious freedom be secondary matters?


What are human rights? If we mean China must free dissidents at home and loosen domestic restrictions, one can make a cogent argument that this alone must not be permitted to torpedo talks upon which the economic health of the world in large part depends. Human rights are much broader than this: China has great influence on a nuclear North Korea. Their word can help restrain its dangerous and borderline lunatic government. China is a major sponsor of Iran. Since Iran's pursuit of nuclear weapons is among the two or three greatest threats in the world today, can we honestly say that persuading China to restrain Iran is not about human rights?

Of course the talks must focus on human rights. But rights are not the freeing of dissidents alone. Rights cannot be divorced from economics. Rights cannot be divorced from plagiarism, internet access, governmental relations and overall economic health.

We must press China on human rights because it is important in itself. Repression is intrinsically evil. But we should not be so foolish as to assume that everything takes a back seat to dissidents or a free press. Absolutism is the luxury of those who do not have to govern. In the world of competing interests, advanced weaponry and interconnected economies on which the health and wellbeing of literally billions depend, we cannot afford a quiver with a single arrow.

It is true that China's prosperity depends upon the U.S. markets; we have a great deal of leverage. But the quickest way to impotence is to assume omnipotence. Gently, firmly and with some realistic complexity is the way to proceed. What we want, after all, is not to feel good, but to do good. And to do good is always more delicate than self-righteousness. I trust that the president will articulate our revulsion at China's oppression. Equally however, he will acknowledge that a major power with worldwide influence cannot simply be condemned and dismissed.

Human rights, yes. A naïveté that results in no progress being made in this nuclear tipped globe, no.

Comments about religion in China often don't reflect much understanding about religion in China today. Religious freedom there is a very complex subject. It includes the Chinese takeover of Tibet in 1950 and the jailing of Falung Gong and Catholic dissidents. Besides that, there are many other issues to consider. Briefly:

1. China is not a religious country. Only about 10 percent of the people practice any organized religion, and this includes Taoism, Buddhism, Judaism, Islam, and Christianity. Much of the rest of the country practice a cultural ancestor worship. Confucius said, "Honor the gods, but do not become their slaves."

2. China is of the few countries that never had a national religion, but for the most of its history it has been very tolerant and supportive of religions. There are records of emperors welcoming religions and giving them land.

When Marco Polo visited the port city of Quangzhou in the 13th century, he found a third of the population was Muslim, and congregations of Jews and Nestorian Christians. There are mosques in China dating back to the 7th century. During WWII, China was one of the few countries that took in Jewish refugees from Europe and protected them from the Japanese (the U.S. did not).

3. During a period of foreign occupation by western countries, from 1880 to 1950, western religious missionaries were accompanied by foreign troops, anti-Chinese beliefs, and much bloodshed, with thousands killed in uprisings. That recent history is cause of much suspicion of western religious organizations.

4. The Chinese constitution today protects freedom of assembly, freedom of speech, and freedom of religion. Religious services are held everywhere, and religion is widely practiced. All religions are thriving.

5. Organized religions are required to register with the government, and most religions including Protestant religions have done so. Those which have not registered are looked upon with suspicion.

5. Catholics in China were forbidden by the Pope in 1950 to cooperate with new Communist government. This was in contrast to the general practice of Rome to recognize communist regimes elsewhere. Most Catholics (including priests and bishops) at the time found that restriction intolerable and formed the Chinese Patriotic Church. There are now two Catholic churches in China, the "dissident" Catholic church recognized by Rome and the state-recognized Patriotic Catholic Church. Rome is eager to reconcile with that church today (with 10 million members) and talks with the government are apparently underway. The basic issue is how bishops shall be appointed. Beijing wants the ability to approve appointments. This should not be considered insurmountable, as Rome has granted similar privileges to other countries in the past.

China has an extraordinary religious history that goes back thousands of years. It avoided the religious wars and persecutions of Europe. It deserves our study and understanding.
