Abortion: Rhetoric or Results
Abortion has been one of the most divisive and polarizing issues in American politics for the past 35 years. Despite the extensive public debate, people's views are not changing. Opinions on abortion have remained relatively stable since 1995 according to a recent report from the Pew Forum on Religion and Public Life.
Support for keeping abortion legal in all or most cases has fluctuated between 49% and 61% while support for making abortion illegal in all or most cases has fluctuated between 36% and 48%. Currently the numbers are 54% for keeping it legal; 41% for making it illegal. Neither side is convincing the other.
Opponents of abortion argue that morality is not based on public opinion. That is true, but law is often based on public opinion. Certainly laws cannot be enforced without the support of public opinion. The inability of the United States successfully to enforce laws against illegal immigration, drugs, prostitution and gambling shows how difficult it is to enforce laws that significant numbers of citizens, even a significant minority, do not support.
In many countries where abortion is illegal, the laws are simply ignored. For example, in Argentina abortion is against the law but state hospitals perform abortions and the state pays for them. They have a much more flexible attitude toward law than Americans do. We believe laws should be enforced.
For years, Republicans have been courting the pro-life public by arguing that the Supreme Court is only one vote away from overturning Roe v. Wade. Vote for a Republican president, they say, and he will appoint pro-life justices. In fact, Republican presidents have appointed a majority of the justices since 1973 and the decision is still in place. The reluctance of justices to reverse earlier decisions (stare decisis) makes the hurdle very high even for a conservative justice.
Let me be clear. I think Roe v. Wade was a bad decision. It was bad law. It was a classic case of judicial activism. At the same time, to think that reversing Roe v. Wade will solve the abortion problem is naive. It will simply return the issue to the states and most states will keep abortion legal. And in states where abortion is made illegal, those seeking abortions will simply drive to another state.
A recent study by Catholics United found that in only 16 states does over 45% of the population self-identify as pro-life. A total ban on abortions in all 16 states would only affect 10% of the abortions in the country. This number does not take into consideration the women who will go to other states for their abortions.
Nor does a constitutional amendment outlawing abortion have a chance of passing Congress let alone getting approved by the states. Any activity that is engaged in by over 1 million people a year is not going to be outlawed, especially if 54% of the country does not think it should be outlawed.
Those wanting to do something about abortion must face the political reality that abortion is not going to be made illegal in the United States. Granted that fact, then the political question has to change from "Who will make abortion illegal?" to "Who will enact programs that will reduce the number of abortions?"
Democrats can argue that their programs will in fact reduce the number of abortions. This year, for the first time, Democrats placed in their party platform language calling for programs that will reduce the number of abortions.
Congressional Democrats have supported the Reducing the Need for Abortion and Supporting Parents Act (HR 1074, known as the DeLauro-Ryan bill) and the Prevention First Act bill (HR 819).
Congressional Democrats have also worked on making other alternatives more attractive with the Adoption Promotion Act of 2003 (Public Law No: 108-145), which was championed by Senator Hillary Clinton.
Democrats for Life have made an important contribution with their Pregnant Women Support Act that aims to reduce the abortion rate in America by 95 percent in 10 years by enacting the social and economic supports that actually do something to help women avoid going through this ordeal. The U.S. Catholic Bishops Conference supports this bill.
Do these programs actually help reduce the number of abortions?
During the Reagan Administration, the number of abortions rose significantly and peaked during the George H. W. Bush Administration. In contrast, during the Clinton Administration the number of abortions fell significantly (to 1.3 million a year from 1.6 million a year during the Bush administration), and were performed at a significantly earlier stage in pregnancy. During the current Bush Administration, these declines have slowed almost to a standstill. In fact, rates of abortions among teenagers and poor people appear to have increased. For abortion statistics click here.
A landmark 2007 study by Catholics United shows that lower unemployment, higher rates of health insurance coverage, and greater availability of Head Start centers are more effective at lowering abortion rates than lower availability of abortion providers. The study, which looks at county-level data in Kansas from 2000 to 2004, suggests that abortion reduction is best achieved by addressing the root causes of abortion than restricting access to abortion services. Access the full report here.
In another study released in August 2008, Catholics in Alliance for the Common Good examined the long- and short-term effects of public policy on the abortion rate over a twenty-year period. The findings reveal that social and economic supports for women and families dramatically reduce the number of abortions. The study of all U.S. states from 1982-2000 finds that benefits for pregnant women and mothers, employment, economic assistance to low-income families, quality child care for working mothers and removal of state caps on the number of children eligible for economic assistance in low-income families have reduced abortions. Access the full report here.
Another study by Rutgers University found that the number of abortions among New Jersey women on welfare went up when the Republican State Legislature told mothers on welfare that they would not get additional funds if they had another child. See James Kelly, "Sociology and Public Theology: A Case Study of Pro-Choice/ Prolife Common Ground," Sociology of Religion, Vol. 60, No. 2 (Summer, 1999), pp. 99-124
About three-quarters of women having abortions say that they cannot afford to have a child. If "It's the economy stupid," then any pro-life strategy that is worth is salt must be willing to spend money to help women choose life. A Catholic Democrat like Joseph Biden can say that he will do everything possible to reduce the number of abortions short of putting women and doctors in jail. Republicans can only say that they will do anything possible to reduce the number of abortions short of voting for programs that cost money. The U.S. Catholic Bishops Conference is one of the few groups that are willing to say it wants the government to do both.

I'm no Republican but why should I pay for someone else's responsibility, especially if the choice to have a child or not is taken away from me? It's very interesting to note that those who argue for pro-life, or claim Roe vs Wade is a bad law, really have no conception of the intrusive legal and biological rape they want to force on women. Because essentially this is what it comes down to. I remember when abortion was illegal. I remember the pain inflicted on young women who had made a mistake and were forced to change change their lives because biology makes a women pay for sex, but not a man. I remember girls so desperate they would go to back alley abortionists and die from coat hangars shoved up their uterus. I am not willing to accept that situation again for young women, especially when it is imposed by someone else's religious beliefs which I do not share. I don't believe life begins because a cell undergoes mitosis. the egg and sperm are already living cells- the whole body is composed of living cells. Dead cells don't fertilize. At fertilization all that happens is egg meets sperm, egg divides and begins to devlop. Eventually it will become a child, but not for weeks.
My freedom of religion is impinged upon as well as my rights to my body.I find it offensive that a catholic priest who cannot have children, either biologically nor by dint of career feels he can make decisions for a woman. I would be willing to say yes to taxpayer money for more programs to help reduce abortions, but not if women lose the right to choose.
The majority of people who are pro-life have lost sight of the fact that abortion is not just about a fetus. They would be the first to scream and yell about having their right to bear guns, but don't even blink about taking away women's rights. They scream and yell and boycott stores that say Holiday Greetings instead of Merry Christmas, but yet feel it is perfectly fine to butt into someone's private business to impose their own "morality" upon them. They have no qualms about attacking doctors in Planned Parenthood clinics or denying a woman her birth control pills in pharmacies. But they will scream about their tax money paying for welfare.
You may not like roe vs. wade, but a bad law it's not.

I don't think by "babies" he means incested children, so it's hard to figure. My guess is he means fertilized eggs. Now if Catholic women who become pregnant don't wish to have an abortion they need not. If Patrick Sarsfield wants to keep fertizlized eggs alive, he should talk to all mammals who produce them, or the holy men and holy animals who regulate them, for example, priests and elephants.

"Let me be clear. I think Roe v. Wade was a bad decision. It was bad law. It was a classic case of judicial activism."
Actually, you're wrong, here, Padre.
It's a good decision. It's good law. The legal reasoning behind it is *not* about a referendum on whether or not we like abortion, but rather a court rightly stepping in to rule that the government just *can't* step into a woman's uterus just cause a popular theological idea decides to play hyperbole.
This is what 'pro life' people *refuse to get.* The ruling is not about abortion.
It's about government.
And if your church wants to be 'activist' and overturn the right to privacy just so you can spuriously claim it reduces abortions...
You got another thing coming.
For one, if you overturn the right to privacy how you indoctrinate your kids, and cover up the abuses...
Well, you don't believe in privacy, do you?
Oh, but you only meant my body, did you? Oh, but you only mean my *uterus,* not my person.
Ask Cardinal Law how he feels about the 'right to privacy.'
Are we to give up what he used so well, just for a sense of 'moral superiority' ...in certain cases, as long as it's not a priest, or 'traditional' abuse, or... Well, who knows.
Actually, Padre. It was *good* law.
It was about what would happen to our law if the likes of *you* were allowed to intrude upon people's personal moral choices.
If you don't like the right to privacy, ....look out.
Cause I got dirt on what some folks who don't like 'activist judges' consider 'private.
Wanna?

Pills to arouse and pills to abort so where are the pills to eliminate the sex drive?
Who needs them you say? Catholic priests, teenagers, young adults and Muslim husbands.
Of course, "auditioning your finger puppets"
is a lot cheaper and safer.

Any Catholic who doesn't want an abortion doesn't have to have one. In the meantime, stay the f*ch out of my government.

Overturning Roe, thereby inviting the 50 states to decide on abortion law, will have two great advantages. (1) It will be a gain for the principle of democracy, since the law will be written by law-makers elected by the people instead of by unelected law-making judges. (2) It will mitigate the ferocity of the culture war. It will no longer be a fight that goes on in Washington DC, distorting the shape of our national politics. Instead it will be fight that takes place in 50 state capitols. And in most of those capitols it won't be a ferocious fight, since in most states one side or the other will have an overwhelming advantage.

Life begins at birth. This does not mean that abortion should be used as birth control. But to not allow it in cases of rape, or where the mother's health would be affected is morally wrong. That should be between the woman and her doctors. (in this case the right wing folks have it right...)

Anyone opposed to abortion at some point has to admit that making it illegal doesn't make it go away; stigmatizing women who have abortions only causes pain; demonizing people who support women's rights only undermines our democracy. People opposed to abortion should stop trying to make it illegal because that only harms women. Instead they should work with progressives to improve sex ed and contraception access so that people have a better sense of their sexual health, and can accept individual responsibility for the choices they make to avoid unintended pregnancies. Supporting social policies, and economic policies that support lower and middle income families, instead of Wall Street millionaires makes sense to. The fact that economies are better under Democrats and abortion rates decline is telling, but it appears those who believe abortion should be illegal just want to support economic policies that punish families and tell everyone else what to do. America can do better by rejecting the divisive politics of extremists and standing up for common sense public policy. Religious beliefs should inform individuals and families as they see fit, they should not be imposed on us as official government policy and it seems that is what the USCCB is really about.

Abortion boils down to one simple question, when does human life begin?
And one paramount law:
Thou Shalt Not Kill
Added considerations:
The soul (if it exists) separates personkind from the animalkind. If personkind starts at conception then said soul is present at said conception. Aborting/murdering i.e. denying nourishment to or poisoning this body and soul kills the body but not the soul. The RCC says the aborted soul goes to limbo. What rubbish!! The souls from aborted bodies definitely would go to Heaven (if it exists) as these spirits would be perfectly pure.
Do said souls require the future ability to think? To be able to know right from wrong? Do the souls of mentally disabled fetuses, have this ability? Do they then have souls or not? Are they to be considered personkind or only animalkind?
Are our mentally disabled brothers and sisters to be considered animals? Have our senior citizens with dementia or Alzheimers lost their souls and now to be considered animals?
Or maybe we should protect all of our brothers and sisters at every stage of their lives without considering the state of their souls??

Reese wrote: "During the current Bush Administration, these declines have slowed almost to a standstill."
Reese links the Guttmacher Institute (pro-choice), from which he quoted the second half of the statement above. The source for this is the following document:
http://www.guttmacher.org/pubs/2006/08/03/ab_incidence.pdf
It lists the estimated abortion incident rates:
2001-2003: 21.2, 20.9, 20.8
But a later report corrected those numbers with more data:
http://guttmacher.org/pubs/journals/4000608.pdf
2001-2005: 20.9, 20.5, 20.2, 19.7, 19.4
These numbers are hardly slowing "to almost a standstill."
